Entergy Operations, Inc. (EOI) has reviewed the Federal Register notice concerning proposed generic letter 95-XX.10CFR50.54(p) Process for Changes to Security Plans Without Prior NRC Approval (60 Federal Register 31326 -- June 14,1995). The stalTadvised that this generic letter is "...to clar@ the process by providing a screening criterion that wordd ensure consistency ofsecurityplan changes withoutprior NRC approval."
EOI agrees with the proposed claritication of the language and with the provided l
screening criteria in the notice. The proposed generic letter may allow EOI to eliminate non-value (relative to cost) security plan commitments that are in excess of regulatory requirements which can result in a resource saving to EOI. We believe the process established by the generic letter is essential and encourage the issuance of the letter as soon as possible.
