SHOREHAM SER ISSUES There will be a meeting in Mr. Boyd's office on Thursday, December 7,1978, to evaluate the issues identified in the Shoreham Safety Evaluation Report.

The meeting will be jointly chaired by Mr. Boyd, Mr. DeYoung, and Dr. Mattson and will proceed in the sone manner as the Zimer meeting of tiovember 29, 1978. The purpose is to det' imine which items in the attached list are truly unresolved at this time and which ones can be recategorized.

You are requested to attend the meeting to discuss the issues in your area of responsibility. The proposed agenda is as follows:

The staff's consultant (Coastal Engineering Research Center) does not concur with LILCO's wave runup analysis en the i

intake structure. We are waiting for consultant's analysis to that evaluation of plant flood protection can be completed, j

Intake Canal - (2.5.5)

I We require excavation of land near intake canal to preclude blockage of the canal as a result of liquefaction. LILCO has agreed to perform excavation during the summary of 1979.

RS81 reviewing value stems and bonnets to determine if they are credible sources of missiles.

Also, they plan to apply l

generic evaluation of missiles resulting from recirculation pump overspeed (B-68) to Shoreham.

4 Pipe Break Analyses - (3.6)

LILCO plans to submit information on the ef fects of moderate and high-energy pipe breaks in December,1978 for ASB review.

MEB must review design basis for Code Class 2 and 3 pressure retaining components supplied by Stone & '.lebtter. GE components acceptable.

MEB must determine adequacy of pipe supoort base plates.

10. Operability of Active Pumps & Valves - (3.9.2.2) (5.2.1)

MEB must determine if additional testing is necessary to assure the structural integrity of active pumps and valves.

PSB must determine acceptability of seismic design of these relays during SQRT visit.

The at.tuating solenoids for Shoreham MS!Vs are different from the referenced topical report APED-5750A. PSB wants LILCO to establish applicability of topical report or substantiate Shoreham design.

The review of flE0tt-10672, " Environmental Qualification Test of Vertical Induction Motor for ECCS Service in fluclear Power Plants," is not complete. PSB must apply the evaluation to Shoreham.

LlLCO must evaluate these tests and assess the conservatism of the transient analysis methods described in NECO-10802.

18. MCPR_-(4.4)

Af ter completion of item 17, the minimum critical power ratio must be recalculated taking into consideration the turbine trip without bypass event.

19. Loose Parts Monitoring System - (4.4)

AB requires LILCO to install a vibration and loose parts monitoring system acceptable to the staff. License condition.

20.

Control Rod Drive Pump Trip - (4.6)

LILCO stated that operator has 20 minutes to bring second pump on-line or initiate manual scram following CR0 pump trip l

at low reactor pressure.

RSB requires periodic demonstration of this capability and must resolve test procedures and frequencies with LILCO.

21. CR0 System Return Line Reroute - (4.6) (f. 2.10)

LILCO plans to cut and cap return line to minimize potential for pipe cracking. RSB will require LILCO to submit system perfonnance data and conform to conclusions of generic studies.

22. FeedwaterNozzle-(5.2.1)

LILCO plans to use the new GE design for nozzle junction. The review of this design has not been completed by MEB and MIES.

23. OverpressurizationProtection_-(5.2.4)

The basis for sizing Shoreham's safety valves does not meet cu'rrent staff requirements. RSB must determine if SRP is too restrictive.

24. Target Rock Safety / Relief Valves _ - (5.2.4) (6.3.1)

Qualification testing is underway. RSB requires additional discussion on design and testing of these valves to evaluate their reliability. We will also require LILCO to participate in the GE surveillance program.

InserviceInspectionProoram_-(5.2.6)

Preservice inspection program under review by MTEB (may require some exemptions). L!i.C0 plans to submit Inservice Inspection Program in January,1980.

It is not clear which code will be applicable to Shoreham (Revision 50.55a(g)?),

Leakage Detection for RCPB - (5.2.7)

RSB requires additional information frcm LILCO with regard to:

a list of the valves used to prevent intersystem leakage (a) and plans to test these valves in accordance with ASME Section XI requirements; (b) justification showing that two leax detection systems will be operational following an OBE; and (c) confirmation that procedures for convertin.J various indications to tne connon leakage equivalent will be available to the operators.

We have determined that the Shoreham reactor vessel cannot achieve full compliance with Appendix G.

Reactor Core Isolation Coolino System - (5.4.1) (7.4.1) 29.

RSD cannot complete res iew until items 1, 3, 4, and 35 are resolved.

PSB requires LILCO to protide for automatic closing of RCIC pump suction volve in the even of a steam supply line break, to demonstrate that !&C satifies all requirements of a ESF system, and to modify design to include automatic transfer of pump suction from condensate storage tank to suppression chamber.

Residual Heat Removal System - (5.4.21 (6.3.1) (7.4.2) 30.

RHR does not moot GDC 34 RSB requires additional description and testino of modified air system for alternate letdown path through safety / relief valves.

They also reouire a startup test commitment for this method. RSB cannot complete review until items 1, 3, 4, and 35 are resolved, PSB is monitoring the RSB review.

CSB is reviewing LILCO's proposal to mitigate steam bypass PSB is monitoring concerns by manual actuation of drywell spray.

41 Reactor Trip System Power Supply - (7.2.5)

PSB will apply generic resolution to Shoreham.

42 LPCI - (7.3.1)

LILCO has agreed to our requirement for redundant valve position indication, however PSB wants to verify the design implementation.

This system was licensed for Hatch 2 and found acceptable by CSB.
