SUBJECT:

$HORDM OPEN ITIM - PROTECTION AGAINST PASSIVE FAILURES DURING THE LO N-TERM POST-LOCA PERIOD One of the Shoreham open items relates to passive failure considerations during the long-tars post-LOCA period. The major factor in this open item 's that the Shoreham design dots not utilize watertight rooms to provide flood protection for the ECC5 pumps as do other BWR's.

In the Shoreham design, the ECC5 pumps are located in one large annular area surrounding the suppression pool enclosure in the reactor building basement. The Shoreham position is that this< annular area has sufftetent

[

wlume to prevent flooding of ECC$ equipment prior to detection and 4.(tastde the Rx. butidinalinvolves isolatini Ecc systems (g the leek

1 solation of normal.susy pump discharge detection), it is expected tut Shoreham, and improved sensitivity of lea could satisfy R$5 requirements.

The RS8 general posit 1on es pesaive fallures.is described in a memorendum (April 26,1976) to R3B personnel.

Unless informed otherwise I will continue to pursue resolution of this issue on the basis that the Shorehan design (with "pumpback") will be acceptable if it is shown that R$8 requirements are met without the use of watertight rooms for E.CCS ptsnps, g.:gewor
