We therefore, plan to perform only qualitative type actuation tests of the PSC anubbers at TVA nuclear plants begining with the Browns Ferry Nuclear Plant unit 2, cycle 4 refueling outage, and the next refueling outage at our Sequoyah Nuclear Plant, unit 1, cycle 2.

Dear Mr. Chapman:

Enclosed with this letter are copies of the Qualification Test Reports covering all si7es of our snubbers.

These reports, in essence, state that two randomly selected sampics from production of each size snubber were tested by exposing them to 5,000 full load cycles at various frequencies as well as abnormal environments.

Before, during and af ter the tests, the units functioned satisfactorily.

On the basis of these reports, there is justification for doing qualitative testing in lieu of quantitative testing for the acceleration sensitivity and friction of the snubber.

l It is my personal opinion that the NRC 8101 service test is an adequate test to give acceptable assurance that the snubber is functional and satisfactcry for continued service.
