Mr. John F. Ahearne Chairman Commissioner U.S. Nuclear Regulatory Commission 1717 H Street, N.W.

Washington, D.C. 20555 Re: Docket 50-289SP TMI - Unit 1 Middletown, PA

Dear Sir:

I understand that the U.S. Nuclear Regulatory Commission -is presently considering Metropolitan Edison Company's request to restart Unit #1 of Three Mile Island.

In my judgement, such approval'should be forth-coming at the earliest possible date. Admittedly, because of the concern over the accident at TMI-2, your agency as well as the general public is sensitive to any action which might result in a repeat of the same or similar problem at the TMI-l station.

. Obviously, the panic and hysteria which resulted from TMI-2 continues to have a disproportionate influence upon decisions regarding nuclear power in this country.

Yet as we examine the various studies of the accident in a factual and impartial setting, it is increasingly clear to me that this country must take advantage of the lessons we have learned and move aggressively forward with nuclear power.

In this critical point in history, the Nation cannot afford to deny the full development of any of its energy options. TMI-l is operational and available for service.

It should be permitted to go on line without further delay.

80121707/R.

Mr. John F. Ahearne December 11, 1980 Page 2 To vasillate in th'is decision is to cast doubt on our ability to cope with this technology - an uncertainty which I and all members of the engineering profession would vigorously deny.

Yours very truly,
