MILLSTONE NUCLEAR POWER STATION, UNIT NO. 3 - INDIVIDUAL PLANT EXAMINATION OF EXTERNAL EVENTS (TAC NO. M83643)

Dear Mr. Bowling:

On June 28,1991, the NRC issued Generic Letter (GL) 88-20, Supplement 4 (with NUREG-1407, Procedural and Submittal Guidance) requesting all licensees to perform individual plant examinations of extemal events (IPEEE) to identify plant-specific vulnerabilities to severe accidents and to report the results to the Commission together with any licensee-determined improvements and correct?.e actions.

In a letter dated December 23,1991, Northeast Nuclear Energy Company (NNECO) submitted its response to the NRC. In its letter, NNECO stated that the evaluation of external events at Millstone Unit 3 was submitted as part of the individual plant examination (IPE) submittal.

Enclosed is the NRC staff's evaluation of the Millstone Unit 3 IPEEE submittal. Based on a review of the information contained in the submittal and associated responses to requests for additionalinformation, the staff concludes that NNECO's process is capable of identifying the most likely severe accidents and severe accident vulnerabilities and, therefore, NNECO has met the intent of Supplement 4 to GL 88-20.
