TRANSMITTAL OF FINAL SALP PACKAGE FOR RANCHO SECO This letter transmits the final SALP ackage for Rancho Seco for the evaluation period June 1,1985 throug June 30, 1986, pursuant to NRC Manual Chapter.0516. This package consists of three attachments:

SALPBoardReport(No. 50-312/86-29) dated November 14, 1986.
2.
Licensee's response to the SALP Board Report dated December 19,1986.

Acknowledgement of licensee's response and Region V coments to licensee's response dated f

My characterization of the overall safety performance of the licensee during the'SALP period is presented in the cover letter of the SALP Board Report.
The licensee's corrective actions, as expressed in their SALP response, and their Action Plan for Perfonnance Improvement, appear acceptable in general, if implemented. The detailed review of these corrective actions remains the subject o.f the coordinated NRR, IE and Region V review.
