In response to your referenced letter, the District shares your concerns 'over
'the timely resolution of liquid effluent issues.
The District recognizes the importance of quality and timely submittals to facilitate NRC reviews. We I
appreciate your efforts to accomplish your reviews in this-area on an

accelerated schedule.
To improve the District's response in this area, additional staff has been assigned to dedicate their full attention to resolving the. Liquid Effluent Control Program concerns. Also, a single line manager, Don Martin, Manager, Environmental Protection Department, has been assigned the overall-responsibility.for the Liquid Effluent Control Program.

The approved Offsite Dose Calculation Manual (ODCM) was submitted on October 30, 1987. = The ODCM is presently undergoing an independent third-party verification and validation (V8V), with the comments resulting from the Y&V effort to be incorporated prior to restart.
The revised ODCM will be resubmitted if significant changes result from the V & V.

The REMP Manual was subsequently revised to incorporate additional information on environmental monitoring locations, sample types, collection frequencies, and analysis criteria.
The revised REMP Manual will 4
be submitted by November 13, 1987 The District has been and will continue to work closely with the NRC staff to ensure that the Radiological Effluent Control Program at Rancho Seco is technically acceptable.
The transition to and implementation of the new Radiological Effluent Control Program will be discussed with the NRC staff at the upcoming November 13, 1987 meeting, j
