RESOLUTION OF SUFFOLK COUNTY CONTENTION 2 DIESEL GENERATOR RELAYS, UPON LILCO AGREEMENT TO SATISFY COUNTY CONCERNS Suffolk County Contention 2 concerns the reliability of the emergency diesels at the Shoreham Nuclear Plant. The j County has pursued this Contention to ensure that these vital items of equipment will in fact be available in the event of emergency conditions at the facility.

Suffolk County and LILCO each prefiled testimony on SC-2 on April 13, 1982. Suffolk County has reviewed the LILCO testimony and has identified additional steps which LILCO must take in order to resolve the County's concerns as expressed in the Contention. LILCO has agreed to satisfy each of these steps which arc outlined below. With LILCO's agreement to undertake these steps, the County no longer needs to pursue SC-2 and LILCO and the County will jointly urge the Licensing Board to terminate further litigation of this Contention.

The steps LILCO hereby agrees to undertake are:

2. The Technical Specifications require the emergency diesels to be started every 31 days. LILCO will inspect each of the diesel control panels containing relays just prior to fuel load to assure that each is in a clean and dust free condition.

Following fuel load and after the first technical specification required 31 day test on a diesel generator, all the relay panels for the selected diesel shall be inspected. If any appreciable dust buildup appears, the relays shall be cleaned and appropriate modifications to the preventive maintenance program will be made.

3. LILCO agrees to implement and keep in effect a procedure to:

a) Inspect, calibrate and clean all protective relays associated with the diesel gen eratcre every 18 months ; and b) Clean all panels associated with the diesel generators every 24 months.

4. LILCO agrees to implement and keep in e$fect procedures which implement the housekeeping requirements of Regulatory Guide 1.39 for inside of diesel generator rooms.
5. LILCO agrees to do the following for the area hmediately under and adjacent to the diesel generator intakes:

a) The area will be included in the site inspection route for security guards and inspected for debris buildups at least once every shift; and b) The preventive maintenance program, SP 12.015.01, will i . be amende o include inspection of this area at least once per SL & OC mont h 'andypp ro late corrective action. vill

Each of the steps specified above shall be b LCO prior to fuel load. LILCO shall document its accomplishment of the steps by serving on the Board and all parties, and on Mr. Goldsmith,

the County's consultant, the evidence that each step has been fulfilled.

Mr. Goldsmith shall review the LILCO submission promptly upon receipt and shall advise LILCO and all parties of his d et e rmin at ions regarding the adequacy of the LILCO actions. LILCO agrees to implement any reasonable changes or revisions that Mr. Goldsmith deems to be necessary.
