The Naval Undersea Fesearch and Development Center is conducting a program of developraent of systems for the detection of neutron activation products of sea water. A 10-curie (160 gram) plutonium-239-beryllium

source is needed as a source of neutrons for the calibration of detection systems used in the program.
An amendment to sic!-1154 to authorize possession and use of the source is requested. Enclosures (1) and (2),
describing use and handling procedures, safety and administrative controls are submitted in support of the request amendment.
2.
The Center is presently licensed, under SNM-ll54, for the possession and use of 50 milligrams of plutonium-233 as fused plutonitra dioxide microspheres for ocean engineering studies and for 100 grams as moly--
bdenum_ clad cermets for marine environt.'ent tests.
The program for use of the microspheres has been completed; it is requestod that these be deleted from the license.
The program for use of the cernets requires s/
the use of 20 grams instead of 100 grams; it is requested that the k
quantity specified in the license be reduced to 20 grams.
3.
Reference (a) listed V. W. MacKenzie, LCDR, USN, as one of the persons responsible for radiological control and as alternate radiological safety officer for the use of special nuclear materials at the Center. Inasmuch as he has transferred from the Center, it is requested that his name be deleted f rom these functions.

STATE!!ENT OF USE OF 160-CRAM Pu-Ec SOUPCE 1.
PROGRAM:
The 360-gram (10 curic) source will be used for the calibration of systers for activation analysis of sea water.
2.
SOURCE:
The source to be used is a standard Model UUMEC - K Pu-239-Be neutron source to be procured by-lease or purchase fron the Nuclear Paterials and Equipment Corporation, Appollo, Pa.
3.
USING ORGANIZATION:
The source will be used by the Radiation Physics Division, Ocean Sciences Departnent at the Division laboratory, Building 31T, NUC, San Diego.
4.
RADIOLOGICAL CONTROLS:
Administrative and safety controls for use of radioactive natcrials at NUC are outlined in the. attached " Ionizing Padiation Control Handbook".
An updating of the directive to reflect. changes in organization and codes is in progress.
A copy will be forwarded when completed.
General radiological safety measures, including personnel dosimetry, nonitoring, area posting and delineation, source leak testing and inventory control will be applied as outlined in the reference (a) and the Ionizing Radiation Control Handbook.
The source will be stored in a shipping / storage container obtained i
from the source supplier. Provisions for locking the container will be added. The source will be stored, when not attended, in a locked laboratory trailer.

Film badges with beta-ganna and neutron film will be worn by all personnel using the source.
Filin badges will be changed by the Safety Office on a tronthly basis.
2.
Fhen not in use the source will be locked in the storage container in Trailer N-11.
The trailer will be posted with a " Caution-Radioactive Material" sign. When the storage area is not attended, it will be locked.
3.
All source handling will be done with 3 foot ton gs. During all use the area aroundthe source will be restricted to the 2.0 cren/hr boundary.
The boundary will be posted with " Caution-Radiation Area" signs.
For informational pur'oses, the 2.0 mrem /hr level in air is about 11 feet from the source.
4.
The source will be normally used in the 31T area.
The Safety Officer l
will be notified of all movements from this area.

Notify the Safety Of fice immediately in the event of loss or thef t of the source or if the source is subjected to any shock that may cause i
damage.
6.
A leak test will be performed at six month intervals by the Safety

Purpose. To define NUC policies governing radiological safety, to establish safety criteria governing the use of ionizing radiation sources, and to provide a guide to users of radioactive materials.
2.
Scope.
These regulations apply to ionizing radiation sources that are used within NUC for research and development, diagnostic, and industrial purposes.
3.
Action. NUC personnel using or supervising the use of radiation sources will conduct their operations in accordance with the instructions in this handbook.
4.
Directive Responsibility. The !! cad, Command Administra* ion Department, Code 70, is responsible for keeping this instruction current.
