request for amendment of

.Ref:

(a) NUC ltr 1104/ALS:vt 10330 Ser 1104-31 of 3 Nov 1972 (b) NUC ltr 1104/ALS:vt 10330 Ser 1104-26 of 30 Aug 1971 1.

The technical programs for which Special Nuclear Material i

License No. SNM-ll54 was last amended, by reference (a), have changed to the point where further amendments are requested as follows:

a.

The marine environment tests of irradiated fuel Accordingly, it is requested that the quantity of 1.5 grams

' i elements as described in reference (b) have been completed.

of uranium-235 contained in the fuel elements be deleted from the license.

b.

A new program, similar to that for the marine environment test of plutonium-238 as pure plutonium oxide l

(PPO) described in reference (a), is being planned.

This program will involve marine environment tests of two clad PPO pellets, each containing 26 grams of plutonium-238.

Each pellet has a thermal output of approximately 15 watts, is 0.92 inch diameter by 0.361 inch thick, is clad with 10 mils of platinum-iridium and has a 10 mil hole with a platinum-iridium mesh filter.

The test procedure will be identical to that submitted as enclosure (1) to reference (a).

Accordingly, it is requested that SNM-ll54 be amended to authorize the possession and use of 52 grams of plutonium-238 as PPO pellets in addition to the quantity now authorized.
