REQUEST FOR STAFF REV1W OF PROPOSAL IN COMJC-91-001 In view of the significant new ideas incorporated in commissioner Curtiss' proposed alternative to the staff proposal in SECY-90-340, I believe the approach should have the benefit of thorough staff analysis before the Commission takes action.

Accordingly, I request suspension of action on COMJC-91-001, pending receipt of a staff review of the technical and legal issues this proposal may raise.

I request that this analysis be provided to us as expeditiously as possible.
