COMMENTS ON DIESEL GENERATOR RELIABILITY RULE On January 9, 1992, W. Minners, A. Serkiz and L. Abramson of RES/DSIR and D. Trimble met with H. Lewis, J. Carroll, E. Wilkins and R. Savio of the ACRS to discuss their comments on the diesel generator reliability rule. At the request of Wilkins, we stated the purpose of promulgating the rule; that is, to define when NRC action is appropriate if diesel generator reliability degrades unacceptably in the future.

Lewis stated that he had no problem with trigger values to do this, if they were not presented as providing numerical estimates. He also criticized the use of the terms " detection" and " false alarm" probabilities because they imply that the true underlying reliability is known. The staff agreed to edit the Commission paper and enclosures to remove any implication that the trigger values provided a numerical estimate of diesel generator reliability.

It was recognized that the staff would have to respond to the SRM from the Commission, who would make the final decision.

Thus, the staff will edit the rule package as agreed and forward it with our response to the latest ACRS comments.
