Dear Mr. Colvin:
Thank you for your August 5,1991 letter regarding Generic Safety Issue B-56,
" Diesel Reliability." The staff is proceeding to revise the station blackout rule (10 CFR 50.63) and Regulatory Guide 1.9, Revision 3 (proposed) in response to the Staff Requirements Memorandum dated June 26, 1991.
Current schedules call for them to be issued for public comment early next year.
Accelerated testing is an integral part of this planned rule revision and will reflect the approach outlined in NUMARC's Initiative SA (which has been discussed with NUMARC's B-56 Working Group).
With respect to NUMARC's effort related to performance-based regulations on emergency diesel generator reliability, the cognizant NRC contact is Aleck W. Serkiz (301-492-3942).
In a manner similar to meetings with NUMARC's B-56 Working Group, we would plan for advance public meeting notification and issuance of meeting minutes.
