Dear Dr. Shewmon:

This is in response to your letter to Chairman Selin dated December 18, 1992 comenting on the staff's proposed resolution for Generic Safety Issue (GSI)

B-56, " Diesel Generator Reliability." You stated that additional regulations and guidance were not warranted to ensure adequate diesel generator reliability, and recomended that GSI B-56 be resolved without further regulatory action.

In SECY-93-044, dated February 22, 1993, the staff identified a number of options for the resolution of this issue, and recomended Option 4.

This option would drop issuance of the proposed rule amendment and incorporate (by reference or specific examples) NUMARC's Initiative 5A and the emergency diesel generator (EDG) reliability program (e.g. Appendices D and E of NUMARC 87-00, Revision 1) and EDG maintenance unavailability concerns into the regulatory guide and the NUMARC guidelines being developed for the Maintenance Rule. By Staff Requirements Memorandum dated March 25, 1993, the Commission approved Option 4.

Based upon our review of the NUMARC guidelines, the staff plans to withdraw the proposed rule amendment to 10 CFR 50.63.
