The denial was based on two grounds.
First, the petition gave no factual basis for the request.
Second, the Director notes that the staff has considered cryogenic it for processing and recommended against reasons discussed in the "Envircnmental Assessment for Decontamination of the Three Mile Island Unit 2 Reactor Building Atmos-phere" (NUREG-0 6 6 2, !! arch 1980 ).
The peti-tion and Director's denial are attached.

For the reasons stated in the enclosed " Director's Decision under 10 CFR 2.205",
your request for action dated February 27, 1950 is denied.
A copy of this decision will be filed with the Secretary for the Ccmission's review in accordance with 10 CFR 2.205(c) of the Comission's regulations.
I have also received your petition of February 25, 1980, which requested pursuant to 10 CFR 2.205 certain actions regarding radiation rnonitoring and emergency planning at Three Mile Island Unit 2.
This petition is under con-sideration and appropriate action will be taken in the near future.

DIRECTOR'S DECISICN UNDER 10 CFR 2.205 In a telegram dated Febru3ry 27,1980, Robert Gary cf Philadelphia, Pennsylvania, requested under 10 CFR 2.206 that the Ccmission requiro installa-tion cf " cryogenic traps" before "any planned venting of radioactive gas" from the Three Mile Island Unit 2's containment.
Mr. Gary claims that "[t]he reason for this is too obvious to specify in detail...."
Cn its f ace, Mr. Gary's request is insufficient, because it does not state the facts, as required under 10 CFR 2.206(a), which form the basis of his request.
Facts or other substantiating reasons for taking certain action are necessary to establish a basis for such action, not only in a petition under 10 CFR 2.206, but also to justify proposed action by the Director of Nuclear Reactor Regulation at his own discretion. See 10 CFR 2.202(a)(1).
In the absence of the petitioner's specification of the bases for proposed action, the Director will not entertain such requests under 10 CFR 2.206. See Duke Power Comoany (Oconee Nuclear Station, Units 1, 2 & 3), DD-79-6, 9 NRC 661 (1979). A statement that the reasons for taking certain action are 'tbvious" is clearly insufficient.
In all events, the staff has considered the use of a cryogenic processing system in its draf t report for public coment, " Environmental Assessment for Decontamination of the Three Mile Island Unit 2 Reactor Building Atmosphere" g,-

(NUEEG-0662, March 1980).
For the reasor.s stated in that report (a copy of d ich is attached), the staff has recommended to the C07 mission that it approve p: ging of the reactor building atmosphere as the decontamination option for di' posal of Erypton-S5 released in the reactor building during the accident at Three " le Island Unit 2.
Accordingly, Mr. Gary's petition is denied.
A copy of this decision will be filed with the Secretary for the Connissit s
review in accordance with 10 CFR 2.206(c) of the Cornission's regulations.
As provided in 10 CFR 2.206(c), inis decision will constitute the final action of the Co79ission t.enty (20) days af ter the date of issuance, unless the Corrissien on its own motion institutes review of thi-decision within that time.
