Proposed Amendment to the Operating--

License (PCOL-89/02, Revision 1) i AECM-90/0003 l System Energy Resources, Inc. (SERI) discovered in July, 1988'that a-L condition existed whereby secondary containment integrity'is not required to

l. be maintained by the Technical Specifications (TS) when non-irradiated fuel assemblies or other~1oads maybe handled over irradiated. fuel. The UFSAR fuel

' handling accident analyses assume the integrity of the secondary containment.

Therefore, the consequences of_the UFSAR fuel handling accident' analyses could be exceeded if certain loads were postulated to drop onto irradiated fuel without secondary containment integrity. SERI reported the above condition'in Licensee Event Report 88-016-01'(letter AECM-89/0025, dated February'1, 1989).

Corrective actions in response to the reported condition consisted of the development of administrative restrictions on the handling of loads over irradiated fuel without secondary containment integrity and the proposed ;-

amendment to the Grand Gulf Nuclear Station Operating License. The proposed amendment would revise TS footnotes and ACTION statements to enforce the administrative controls.

As an-interim measure until the proposed amendment is approved; a 1

L T.echnical Specification Position Statement (TSPS) was issued to enforce the administrative controls discussed above. The TSPS implements the more restrictive TS changes described in Attachment 3 of AECM-89/0001 dated January 26, 1989.

A meeting between SERI and the NRC staff was held June 22, 1989 to discuss.the January 26, 1989 submittal. As agreed to in that meeting and as requested in the NRC letter dated March 29, 1990,' attached is a' modified amendment proposal which incorporates comments from the' June 22, 1989 meeting.

The changes from the January 26, 1989 letter are indicated by a rev:sion bar in the right hand margin. l 1

Based on the guidelines presented in'10CFR50.92, SERI has concluded that this proposed amendment involves no significant hazards considerations.
