SEC 142, STAFF PLAN AND SCHEDULE l'OR ROPOSED RULEMAKING FOR THE MAINTENANCE OF NUCLEAR POWER PLANTS The Commission, with Chairman Zech and Commissioners Carr and Rogers agreeing, disapproved the staff's schedule to prepare a The proposed rule on Maintenance of Nuclear Power Plants.
Commission believes that effective maintenance practices in nuclear power plants are closely coupled to reactor safety and

that a maintenance rule is long overdue.
The Commission's
\\,'"j maintenance rule should receive the HIGHEST priority and best efforts of those responsible for its development to achieve both quality and schedule.
The Staff should provide the Commission a proposed maintenance rule by October 3, 1988.
The schedule for the final rulemaking should be discussed in the October commission paper.
