SSI COMMENTS:

If this were only a minor policy issue I would not disagree with acting on this paper prior to ACRS review.

However, because the Cottmission direction in the area of maintenance is a major policy issue, I agree with Cormissioner Sernthal that it is important that we have the benefit of the views of the ACRS before acting on this paper.

I agree with Conxnissioner Carr that SECY should work with the EDO and the ACRS staff to ensure that ACRS input is available prior to Comnission review of major issues such as this.
