SUBJECT:

MAINTENANCE WORKSHOP, JULY 11-13, 1988 I fully agree with your proposal.

In my vo'te on SECY-88-142, Staff Plan and Schedule for Proposed Rulemaking for the Maintenance of Nuclear Power Plants, I stated my belief that such a draft proposed rule is essential to the success of the workshop.

In particular I believe that your proposed

" straw man" rule must be provided to worksh'op participants-in advance of the workshops in order for them to provide meaningful coments and to stimulate discussion.

In addition, I would direct the staff to keep our assistants closely C

infonned as they develop the " straw man" such that whatever rule is drafted is in consonance with our views on maintenance.
