By letters dated January 25 and June 25, 1979, you submitted a proposed inservice inspection (ISI) program description and request for relief from ASME Code requirements pursuant to 10 CFR 50.55 a(g) for Millstone, Unit No. 2.
In our review of this program, we find the enclosed request for additional information is needed to complete our review.

ATTACHMENT 1 REQUEST FOR ADDITIONAL INFORMATION Inservice Inspection Program Millstone 2 i
1.
Under the change in regulation 10 CFR 50.55a effective November 1,1979, your ISI program, when finally approved, will cover the last eighty months of your current 10-year inspection interval, i.e., from April 26, 1979 to
. December 26, 1985.
Does this result in any changes you wish to make in your relief requests? Do you require other ISI relief?
2.
In regards to vessel shell welds N-2, N-4 and N-6, you stated. in Reference 2 that both volumetric and surface examination cf the lower half is precluded by inaccessibility. What kind of visual examination "for signs of structural distress" (as stated in reference 1) is thus possible? What progress have you made in your study of methods to conduct remote examinations of these areas? Have you identified a feasible method'and are you prepared to com.it to doing.it by 1985?

In regards to casing welds on recirculating coolant pumps, have you made any visual inservice ins:ections of these pumps?
If so, document : esults by reference to previous NRC submittals? Have you identified a feasible methed for volumetric inspection and are you prepared to commit to doing it by 1985?
4 In regards to the noz:le-to-vessel welds on the shutdown heat exchangers, please supply information (or document by reference to previcus submittals) to suppoi the contentien that "the nozzles are not subjected to high stresses under any mooe of operation" (in comparison to design stresses).
Please estimate tne pot' ntial radiation exposure (in man-rem etc.) of. doing a lirnited e
vulwnetric examination. What portion of the walds en be volumetrically examined?

The exemption criteria in Paragraph IWC-1220 have been modified in the 1977 Edition of Section XI.
Pipe cracking in affected systems has been the subject of several I & E Sulletins and NRC study groups. The O
Section XI exemption criteria are being superseded by augmented examination requirements on a case-by-case basis during the reviews of ISI programs. The basic principle in these modifications is that emergency core cooling, residual heat removal and containment heat removal ~ systems should not be completely exempted from inservice examination based on Section XI criteria.
Your ISI program must contain periodic volumetric and/or surface examina-tions of a representative sample of welds in the ECCS, RHRS, and CHRS.
please develop an examination program to meet this requirement and submit it for review and approval.
If you have previously done so, please document by reference.
