Dear Mr. Counsil:

This is in response to your letters of January 25 and 31 and June 25,1979, May 1,1981 and April 14, 1982 wherein you submitted the inservice inspection (ISI)pprogram for Millstone, Unit No. 2 and requested relief from certain ISI i

l requirements otherwise required by Section XI of the ASME Boiler and Pressure Vessel Code,1974 Edition and Addenda through Sumer 1975.

The enclosed Safety Evaluation sets forth those items for which relief has been granted or granted subject to alternative examinations or conditions or denied where the necessary finding could not be made. The relief granted herein expires on December 26, 1985, which is 10 years following the date of comercial operation of the Millstone Nuclear Power Station, Unit No. 2.

This relief is based upon our review of the information you submitted to support your detemination that compliance with the ASME Code inservice in-spection requirements would be impractical for your facility. We have deter-I mined that visual inspection for those items for which relief is granted is impractical and pursuant to 10 CFR 50.55a(g)(6)(1) that the granting of this relief is authorized by law and will not endanger life or property, or the comon defense and security, and is otherwise in the public interest. In making this determination we have given due consideration to the burden that could result if these requirements were imposed on your facility. We have determined that the granting of this relief does not involve a significant in-crease in the probability or consequences of an accident nor a significant decrease in a safety margin and thus does not involve a significant hazards consideration. Furthermore, we have detemined that the granting of this relief from ASME Code requirements does not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact.
