Intervenors' I pleading was filed pursuant to the Atomic Safety and Licens-ing Board's ruling of December 17, 1981 (Tr. 231-232). Applicants have reviewed the reworded contention carefully. The contention satisfies the procedural require-ments for specificity and basis prescribed by 10 C.F.R. S 2.714, and it should be admitted as an issue in controversy.
