The area surrounding these two penetrations will nat be visually examined for evidence of leakage during the g
vessel pressure test as required by Exam Category B-E.
These penetratiens never see pressure during, either operation er vessel pressure test, unless the vessel flange e-rings leak.
Inspection during pressure testing therefore serves no,nurpose.
In addition, the no :le area is not accessibic without damaging insulation. A local hydro would damage the vessel seals due to pressurization of the inner seal in the wrong direction.
ALTERNATE The areas surrounding these two penetrations will be visually examined if insulatien is recoved for naintenance or other inspection activities.

Code Recuirement The inspection interval requirement of 1WA-2400 will not be met for the system hydrestatic test requirement of IWB-5210 for the first ten year interval.
p Basis ue Performing the system hydrostatic test requires the removal of all S Safety Relief Valves and the installation of blind flanges on the Main Steam Lines.
This activity requires many manhours from skilled maintenance personnel and would result in increased radiation exposures. A modification of the Main Steam Lines during the 1982 refueling outage, scheduled to begin June 1982, will require the temporary removal of the Safety Relief Valves and pressure testing following the completion of the modification. Many manhours of work and many manrems of exposure can be avoided by postponing the system hydrostatic test until the end of the 1982 refueling outage.
This postponement will result in not meeting the requirements of IWA-2400 by possibly I to 2 months.

Code Requirement IhV 3420 will not be used to govern the conduct of Category A valve leak rate testing.

Valve leak rate testing will be conducted in accordance with Appendix J to ICCFR50 subject to NRC concurrence M
with planned modifications and NRC approval of exemptions from Appendix J (see letter from L. O. Mayer to Victor Stello, subject, " Planned hbdifications to Permit Testing to be Conducted in Accordance with 10CFR50, Appendix J", dated bby 5,1976, and Ictter from L. O. Mayer to Victor Stello, subject, " Request for Exemption fron Certain Requirements of 10CFR50, Appendix J at Monticello", dated hby 5,1976). Appendix J to 10CFR50 imposes detailed and restrictive requirements on Icak rate testing to assure containment integrity. Appendix J is recognized by the NRC and the utilities as the governing regulation for containment leak rate testing.
All Category A valves are containment isolation valves. There is nothing to be gained by applying another leak rate test program to these valves.
Valves serving a pressure isolation function will be tested in accordance with IWV-3420 whether or not they are also tested in accordance with Appendix J.
These valves are MO-2029, M0-2014, M0-2015, M0-1753, MO-1754, A0-14-13A, AO-14-13B, A0-10-46A, and A0-10-46B.
These valves provide isolation between the reactor coolant system and systems which are connected, but not designed for full reactor coolant system pressure.
