This is a revision of our inservice inspection and testing program description and requests for relief submitted to the Commission on March 27, 1981.

The purpose of this revision is to submit for NRC Staff review three additional requests for relief from the requirements of the ASME Code,Section XI, 1977 Edition, through and including the Summer 1978 Addenda. These requests are designated Request for Relief Nos. 48, 49 and 50 in the manual revision.

Request for Relief 48 is a temporary postponement of the hydrostatic tests required by IWA-2400. Request for Relief 49 provides an alternate leakage test for buried portions of emergency service water piping which cannot be examined in accordance with IWA-5244(b). Request for Relief 50 clarifies which Category A valves are leak rate tested per Appendix J to 10CFR50 vice IWV-3420.

In addition, this revision changes test frequency requirements for various valves, deletes Request for Relief 11 and revises Request for Relief 18. Valves PCV-2092, 3004, 3005, 3492 and HO(RCIC Turbine) are pressure regulating valves and are not required to be tested per IWV-1200a. Valves CV-7436, CV-7437, DM-58 and AS-39 will be tested in accordance with IWV-3416 since 7 they are in systems declared inoperable or not required to be operable. As a result of NRC Staff review of the Inservice Inspection Testing Program (IST), valve RHR-SW-17 test requirements were reevaluated, invalidating Request for Relief 11. Nozzles N-13 and N-14 cannot hydrostatically be tested in wVfde&

the IST 1st Ten Year Interval as required in Item I.C of the NRC Safety Evaluation Report dated June 3, 1981. Hydrostatic testing of the head 000 flange leakoff system would damage the inner 0-ring of the head seal by pressurizing it in the wrong direction. The extensive manpower and exposure requirements for replacing head seal O-rings make this method an unacceptable means of alternately examining N-13 and N-14 for Request for Relief 18.

This is a revision of the Monticello Nuclear Generating Plant ASME Code Section XI Inservice Inspection and Testing Program. It is being submitted in accordance with 10 CFR Part 50, Section 50.55a(g)(5). Commission review of Code requirements we have found to be impractical is required.

This is a required approval involving a single safety issue. Standards of acceptability have been clearly identified by NRC Staff positions.
