SUBJECT:

INTERNATIONAL ATOMIC ENERGY AGENCY (IAEA) SAEEGUARDS IMPLE-ENTATION AT RANCHO SECO As you are awam, the U. S. is committed by Treaty to permit the IAEA to apply safeguards in the U. S. in the sane manner as in non-nuclear weapon countries.

10 CFR 75.8 specifies that a Facility Attachment (FA) will be developed, and the FA will be implemented at the nuclear facility thmugh a license condition. The following presents the status of the above subject for Rancho Seco at this tine.

The FA, pmviously developed for Rancho Seco, is not yet finalized. A copy of the latest U. S. appmved version is enclosed, but additional minor changes might be made by the IAEA. We don't know what the changes will be, but we will not issue a license condition to implement the FA until it is finalized and discussed with you.

Regarding the license condition, we sent you an August 10, 1981 letter that contained 6 " draft stanmary evaluation" for your~ comment. The draft sumary evaluation was our first attempt to define appropriate license conditions. We reviewed your coments to our sumary evalua;1on, and our reply to your comments was hand delivered to Mr. Columbo when Mr. Padovan visited the plant site on November 4,1981. Mr. Coltzbo later told us that SMUD had no additional comments.

Having considered your coments, a draft of pmposed license conditions j

has been developed by us, and a copy is enclosed for your review and p'fOF coment. We are looking fon<ard to having your input on this atter.
