SECOND IAEA INSPECTION OF RANCHO SEC0 This letter confirms our earlier telephone notification of any IAEA visit to Rancho Seco on August 17 and 18,1981. The IAEA representatives would I
like to install the surveillance cameras over the spent fuel pool and perform the following activities:

Examine fuel accountability records for the months of May, June and July 1981.
2.
Update book inventories to July 1981.
3.
If the cameras are operational, re-inventory the spent fuel pool.
Under 10 CFR 75.13 access to Rancho Seco is requested for those li:'ed in Attachment A.
The IAEA will need access to all areas of the plant that contain nuclear material identified in your initial inventory report (and any supplements).
Any other locations containing nuclear material, subject to the Safeguards Agreement between the USA and IAEA, should be accessible also. However, we do not know of any need to enter containment.
)
As you know, lighting for the surveillance cameras will be required in the

spent fuel pool area. The existing lighting fixtures are adequate, but l
7 are normally turned off. We request that you provide continuous lighting in the spent fuel pool area at no cost to the IAEA or us. We expect that l

only a couple of lights wil~ be required for proper operation of the cameras.
The required number of lights could be determined during camera j
j installation on August 17 and 18.1981.

The United States of America is a Party to the Treaty on the t'on-Proliferation of I;uclear Weapons, and is pledged to permit the IAEA to apply safeguards at ali U.S. nuclear power installations.
Under the Agreement and 10 CFR 75, only " extraordinary" expenses incurred by the licensee when implementating safeguards will be reimbursed to the lice..oee.
We do not consider the cost of electricity tc power the spent fuel pool lights as " extraordinary", and thus have requested you to supply the lighting at no cost.
Your cooperation with us on this matter will be appreciated.
