DPR-54 IAEA SAFEGUARDS IMPLEf1ENTATION AT RANCHO SEC0 Your letter of January 12, 1982 stated that Mr. Padovan (NRC) and Mr. Colombo (SMUD) had reached agreement concerning the Facility Attachment. This is true and no further comments are contemplated for the Facility Attachment. However, your January 12, 1982 letter did include a proposed license condition on which we would like to comment.

1.

The Facility Attachment is not part of the license and may be modified without NRC approval. This comrrent should be added to the license statements.

2.

A statement should be added that automatically deletes this license condition when IAEA terminates inspections. We propose the following wording:

"This license condition Amendment expires when the IAEA terminate inspection of Rancho Seco Unit 1."

We concur with all otner conditions as stated in your !atter.
