IAEA INSPECTION OF RANOiO SECO This letter confirms our earlier telephone notification of an IAEA/NRC visit to Rancho Seco on May 26 and 27,1981. The IAEA representatives would like to meet with a SMUD vice-president leval officer to describe the IAEA activities at Rancho Seco. A proposed agenda for the visit is given below.

a) Discuss the Design Information Questionnaire b) Discuss the Facility Attachment c) Review and verify the material inventory reports d) Discuss the installation of surveillance equip-ment (cameras and seals) at Rancho Seco Under 10 CFR 75.13 access to Ranc50 Seco is requested for the following:

We will need access to all areas of the plant that contain nuclear material identified in your initial inventory report (and any supplements). Any other locations containing nuclear material, subject to the Safeguards Agreement between the USA and IAEA, should be accessible also. We will not require access to the reactor vessel during this inspection, but we would like to enter containment if the plant is shutdown.

You will have the opportunity to discuss the draft Facility Attachment developed for Rancho Seco.

As information contained in the Facility Attach-ment will form the basis for modifications to your operating license, we request appropriate SMUD personnel attend the May 27 meeting.
