IAEA SAFEGUARDS LICEilSE C0flDITION The Connission has issued the enclosed Anendnent flo..; g to facility Operating License flo. UPR-54 for the Rancho Seco Nuclear Generating Station.
This anendment adds License Condition 2.C.(10) regarding innlenentation of IAEA Safeguards at Rancho Seco, in response to your filings as described herein. This license anendment is not sub. ject to a fee in accordance with 10 CFR 170.11(a)(10).
The United States of America is connitted by Treaty to permit the IAEA to apply saft: guards in the U. S. in the sane nanner as in non-nuclear weapons countries. On February 17, 1981 the Rancho Seco facility was chosen by the IAEA to come under the U. S./IAEA Safeguards Agreenent.
10 CFR 75.8 specifies that a Facility Attachnent (FA) will be developed and inplenented at the nuclear facility via a license condition.
In order to proiuce the FA, an IAEA Design Infomation Questionnaire (014) was submitted by SMUD on April 3, 1981. The DIQ provided a description of the Rancho Seco facility design, nuclear naterial control and accounting procedures. A proposed FA was then prepared by the U. S.
Negotiating team and the IAEA Technical Review Group. Subsequent dis-cussions between SMUD and the HRC, and the U. S. and IAEA, resulted in a finalized FA that was transnitted to Si!UD by our August 6,1982 letter.
On January 12, 1982 a draft of a proposed license condition to irple-nent the finalized FA was subnitted to SMUD for connent. Sf10D's connents I
were verbally discussed and subsequently resolved to SMUD's satisfaction.

Mattinoe We have determined that the amendment does not authorize a change in effluent types or total anounts nor an increase in power level and will not result in any significant environnental inpact. Having nade this determination, we have further concluded that the amendnent involves an action which is insinnificant frou the standpoint of environnental inpact and, pursuant to 10 CFR SSI.5(d)(4), that an environnental inpact statenent, or negative declaration and environnental inpact appraisal need not be prepared in connection with the issuance of this amendment.
He have concluded, based on the considerations discussed above, that: (1) because the anendment does not involve a sinnificant increase in the pro-hability or consequences of an accident previously evaluated, does not create the possibility of an accident of a type different from any evaluated previously, and does not involve a significant reduction in a nargin of safety, the amendment does not involve a significant hazards consideration, (2) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed nanner, and (3) such activities will be conducted in compliance with the Connission's regulations and the issuance of this anendnent will not be ininical to the connon defense and security or to the health and safety of the public.
