Dear Mr. Mattimoe:

The Rancho Seco Unit No. I has been identified by the International Atomic Energy Agency (IAEA) under Article 39(b) of the US/IAEA. Safeguards Agreement for the application of IAEA safeguards.

10 CFR Part 75 will be utilized to effect the implementation of this program.

Installation information of the type described in $75.11 should be prepared on the enclosed IAEA Design Information Questionnaire (DIO) Forms N-71 and N-72.

Fifteen copies of the completed foms are to be submitted to this office by April 10, 1981. Written instructions which provide guidance in the preparation of these forms hwe also been included with this letter.

An initial inventory report and subsequent accounting reports are required by $75.32 and $75.33. The initial inventory report is to be submitted on DOE /NRC Form 742, Material Balance Report. A separate form for each material type should be prepared by completing blocks 1, 2, 3 and 5 and lines 80, t

81 and 82 of the form. The information in the initial inventory report may be based on book values and should show the quantities of all nuclea: material contaW:d in or at your installation as of your initial inventory reporting i

da'.;,, ebruary 28, 1981. This report must be dispatched to the Commission within 20 days af ter the February 28 initital inventory reporting date, as required by $75.32(c).

I Utilizing the installation information provided under $75.11, the United States and the IAEA will negotiate a " facility attachment" for your facility.

To the extent indicated in 515.8(e), you will be provided an opportunity to participate in its preparation A Model Facility Attachment is enclosed for your information.
