The initial notification, when appropriate, of the affected population within the plume exposure pathway EPZ is to be completed in a manner consistent with assuring the public health and safety. The design objective for. the system is to meet the acceptance criteria of Section This design objective does not, however, constitute 8 of this Appendix. a guarantee that early notification can be provided for everyone with 100% assurance or that the system vehen tested under actual field condi-tions will meet the design objective in all cases. The Shift Supervisor is responsible for seeing that appropriate State and local response organizations, as well as plant emergenc3 personnel, are notified. The initiating conditions. for each emergency class are delineated in Section D. The capability exists for 24-hour per day ( alerting and notification of the public, as well as, the offsite re-sponse organizations and plant emergency personnel. State and local CD officials are authorized to act.ivate the Emergency ~ . Broadcasting System (EBS). All commercial radio stations in each of the counties within the plume exposure pathway EPZ have agreed to broadcast emergency instructions and information in cooperation with local _ CD The National Weather Service has agreed to activate the officials, National Oceanic and Atmosphereic' Administration (NOAA) Alert System in the plant vicinity when requested by CD or other appropriate governmen-tal officials. The NOAA weather radio broadcasts 24 hours per day. None of the local commercial radio stations broadcast 24 hours per day. In the event of an emergency, all of the local stations have agreed to come on the air; their FCC licenses permit off hour broadcasts in case It is expected that the local. stations could be broad-of an emergency. casting in a half hour or so. Initial information to the public should simply state that a serious emergency at the plant has occurred, shelter is advised. and further instructio.ns will be provided on local commercial radio stations. Continuing instructions would provide specific detailed information on any further protective actions as may be advised for affected areas. Information on the nature of the accidents, on any releases, and on the progress in ameliorating or terminating the emergency event should be provided periodically, along with a prognosis for escalLUon or terminat-ion of the event. Hi?P - EP ~ ( CONCEPT OF OPEP:ATIONS A. The primary means for alerting and providing instructions to the r public is by the !!OAA Alert System. The emergency message would be broadcast on the fl0AA weather radio immediately af ter cor.pletion of the acoustic alerting signal. The initial message would likely be brief, but would include all necessary information. f!0A* would De-periodically broadcast short updated messages as warranted. tailed information and instructions would be broadcast on local comerical radio stations and also through EBS on the three Savannah, Georgia commercial TV stations. State and local officials, primarily CD, and not the licensee, will provide and coordinate the messages to be broadcast by I;0AA weather.adio, EBS, and local radio stations. The I;0AA Alert System will be modified as needed to satisfy the acceptance criteria or as may be feasible. Some combination of fixed or mobile acoustic generators which will convey the alerting signal with sufficient timeliness and intensity to permit comple-tion of notification by the broadcast media in a timely r anner may be employed to partially replace or to supplement the f!0AA Alert System. The primary alerting mechanisms are to be further augmented by viable secondary means which feature the " Paul Revere" method and which employ local resources. These means include a combination of ( the follouing: 1. Vehicles equipped with sirens or loudspeakers traveling the road network; 2. Boats equipped with-bullhorns traveling the Altamaha River to notify sportsmen or recreationers; k i 3. Door-to-door contact in acute areas; and, 4. Aircraft equipped with sirens or loudspeakers to alert people in more remote areas. These resources will be employed on an as-needed and/or on an as-available basis. B. CRITERIA FOR ACCEPTANCE 1. Within the plume exposure pathway EPZ, the system shall pro-vide an alerting signal, and notification by fiOAA radio and by ccmcrcial broadcast (e.g., EBS). 2. The minimum acceptable design objectives for coverage by the system are: a) Capability for providing both an alerting sigr.31 and an informational or instructional message to the population on an area wide basis throughout the 10 mile EPZ, within 15 minutes. 2-2 July 1981

HNP - EP ( b) The initial notification system will assure direct cover-age of essentially 100% of the population within 5 miles of the site. c) Special arrangements will be made to assure 100% cover-age, within 45 minutes, of the population who may not have received the initial notification within the entire plume exposure pathway EPZ. The populace in remote areas, such as those engaged in hunt-ing, fishing, carping, hiking, etc., will be reached on a best-effort basis. " Boats equipped with bullhorns or aircraf t equipped with sirens or loudspeakers are considered a feasible. means to notify such people. Assurance of continued notification capability may be verified on a statistical basis. Every year, perhaps in ccnjunction with an exercise at the facility, FEMA, in cooperation with the licensea, and/or the State and local governmer.ts, will take a statistical sample of the residents of all areas within the plume exposure pathway EPZ. The statistical sample shall be used to assess the public's ability to hear the -alerting signal and their awareness of the meaning of the prompt notiff-cation message, as well as, the availability of ir. formation on what to do in an emergency. In response.to FEMA's findings, h appropriate corisctive measures will be taken to provide reasonable assurance that coverage approaching the design objectives is maintained. 3. Public Notifications Local and State agenciee have the capability to provide infor-mation promptly. over radio and TV at the time of the activa-i i tion of the alerting signal. An agreement has been made with NOAA, arrangements b.e been made by county CD officials with local commerical radic stations. Authorii.y for activation of the EBS, whereby designated governmental officials are per-mitted to issue emergency information and instructions in threatened or actual emergencies is given by Title 47 USC 151, i 154 (i) and (o), and 303 (r); Chapter 1, Part 73, Subpart G, i FCC Rules and Regulations, Radio Broadcast Services, EBS. C. PHYSICAL IMPLEMENTATION 1. Co raunications Supporting Alerting and Notification Systems Policy Objective The licensee has develo'ed and maintains plans, systems, procedures and relationships that are effective in mobilizing responsible authorities and operating elements in alerting and notifying the general public and in assuring appropriate and-effective responses by the :public. 2-? \\ July 1981 j

c = 6-litiP - EP Incident Alert Iotification The comunications net between the plant and government authori-ties (federal, State and local) features the following ~capabi-lities: a) Coverage: 24 hour coverage at the facility and at the primary points to receive and act upon notification. b) points to be linked: Section D describes the conditions for assured dissemination of alerting and warning informa-tion by the plant to appropriate local and State warning points. Communications capabilities are described in Section F. c) !!at Control _: - State CD has been assigned primary responsi-bility for net control. Alternate responsibility will be to a local governmental agency as designated by State CD. d) System Availability and Reliability: All stations / points on the network and the communications linkage have a capability for immediate dissemination, and receipt and acknowledgement of alert warning messages on a 24-hour basis. The system is able to function notwithstanding adverse environmental conditions, such as floods and (- The system is not subject to pre-emption power outages. for lower priority purposes nor to failure due to traffic (subscriber) overloading. HNP - EP ( b) Disseminatio_n Time: Warning points are not encumbered by sequential call down processes. _ Second level ratification by warning points may be a one call process to all assigned organizations to be notified. Acknowledgement and message verification is a' standard operating practice. Message content will be clear and brief.
