- O On June 4, 1980, in accordance with the Federal Emergency Management Agency (FEMA)
Rule 44 CFR 3>0 (proposed), the State of Georgia submitted its plan and associated local plans related to the Edwin I. Hatch and J. M. Farley nuclear power plants to the Regional Director of FEMA Region IV for FEMA review and approval. The Regional Director forwarded his evaluation of the Georgia State and local plans to me in accordance with paragraph 350.11 or the proposed Rule.
His submission included a critique of the Hatch exercise conducted on October 8-9, 1980, and the Farley exercise conducted on November 19-20, 1980; and a report of the public meetings held on October 1 and November 18, 1980, to explain the site specific aspects of

the State and local plans.
Based on this evaluation and a review by the, FEMA Headquarters staff, I find and i
I determine that, subject to the condition stated below, the plans and preparedness for the State of Georgia and the applicable local governments adjacent to the Hatch and Farley plants are adequate to protect the health and safety of the public living in the vicinity of each plant.
There is reasonable assurance that appropriate protective measures can and will be taken off-site in the event of a radiological emergency and are capable of being implemented.
I did note from the evaluation that the plan used by the Hatch facility did not appear to </
Region's meet NUREG-0654/ FEMA-REP-1, Rev. 1, criteria. The limited size and accommodations of several county Emergency Operating Centers were also noted along with a comment concerning their ongoing improvement effort with a minimal tax base.
I do not believe that either of these have any serious impact on my determination; however, we will make special note of this in the next scheduled joint exercise.
Accordingly, I approve the Georgia State and local plans relative to the Hatch and farley facilities subject to satisfactory implementation of an alert and notification system that meets the criteria of Appendix 3 to NUREG-0654/ FEMA-REP-1, i
