- GEORGIA POWER COMPANY
" ALERTING PUBLIC 0F EMERGENCY AT HATCH UNIT NOS. 1 AND 2" j
i On November 4,1980, members of our staff met with representatives of the Georgia Power Company (licensee) in Bethesda, Maryland.
The purpose of the meeting was to provide staff comments on the licensees' proposal for a system to provide prompt notification of tne public in the event of an emergency at the Hatch Nuclear Plant. A s'mmary of the meeting follows:
The licensee described the proposed system snich basically consists of tone alert receivers actuated by the NOAA.\\lert, for all establishments (residences, schools, churches, places of business, etc.) within the plume exposure EPZ. This principal means of notification was chosen because of the rural nature of the population in the vicinity of the Hatch site. The system would be augmented with sirens or other means, as necessary.for notification of a transient population such as in recreational areas.
l The members of the staff commented that:
1.
The viability of the system is predicated on the expressed willingness of NOAA participation. Written agreements with NOAA of services to be provided by each party would be necessary.
2.
A coordinated plan among NOAA, Emergency Broadcast System and local TV and radio media would have to be included in the licensee's Emergency Plan.
3.
The plan must also include consideration of the number of households in the EPZ with special problems such as hearing defects, lack of electricity, and occupancy.

Any system employed must include not only periodic testing but an assessment of its adequacy for alerting the public. This means not only was the alert transmitted but more importantly that the alert was received.

The Federal Emergency Management Agency (FEMA) will review the public notification system and supply their findings to the staff. Our final determination on the acceptability of the notification system will be based upon a review of the FEMA findings.
The staff indicated that there is no obvious reason why a tone alert system I
could not be adequately employed if due consideration is given to the staff's comments and the design objectives as set forth by the staff.
