OPERATING LICENSES DPR-57, NPF-5 EDWIN I. HATCH NUCLEAR PLANT UNITS 1, 2 SCHEDULE FOR EMERGENCY RESPONSE FACILITIES Gentlemen:

In response to your letter of February 18, 1981, Georgia Power Company submits the following information concerning our schedules for implementation of Emergency Response Facilities (ERFs).

We plan to submit our conceptual design description for the Technical Support Center (TSC) and the Emergency Operations Facility (EOF) to you by June 1,1981. A description of TSC instrumentation, instrument quality, instrument accuracy and reliability will reflect the specifications at the time we submit the information. However., implementation of the I

specified instrumentation will be subject to commercial availability of such equipment. Other ERF related documentation requested in your letter will also be submitted to you by June 1,1981.

We intend to have emergency response facilities fully operational t;y October 1,1982. Facilities and staffing plans will be in place, but it is too early to predict if instrumentation will be fully operational by tne specified date. However, we will maintain October 1,1982 as our target date for full operability of ERF instrumentation. Review of staffing levels and schedules is in progress. Staffing and task descriptions for ERFs will be submitted with our June 1,1981 response.
