  1. i1 ECWIN I. HATCH NUCLEAR PLANT UNITS 1, 2 RESPONSE TO GINERIC LETTER 81-10, CONCEPTUAL CESIGN DESCRIPTION OF TSC AND EOF Gentlemen:

The following information is submitted in response to a request for information contained in your letter dated February 18, 1981:

In response to item 1,

" Task functions of the individuals required to report to the TSC and EGF....," the Plant Hatch Emergency Plan was submitted to your office on January 2,

1981.

Section B,

"Onsite Emergency Organization," addresses staffing and task functions of individuals reporting to the Emergency' Response Facilities (ERFs).

Detailed task descriptions and procedures for emergency response were submittad to your office on March 1,1981.

In response to items 2 through 6, we have prepared the enclosed document

entitled,

" Functional Design Criteria for Emergency

Response

Facilities."

This document is divided into sections -describing each major facility (i.e.,

the TSC, ECF, SPDS, etc.).

A description of instrument quality,- accuracy and reliability for-each facility is contained in Chapter 7, "k quisition and Control of Technical Data."

This document is intended as a working document for organizations supplying our ERFs.

While it Icflects our pr?sent intentions, we do not specifically commit to any items which are in execss of the recommendations of NUREG-0696 and Regulatory Guides 1.23 and 1.97.

Portions of the design description may be subject to revision as detailed design proceeds.

Revised sections will be sent to your office so that your copy can be kept up to date.

Please contact this office if ycu have any questions or comments concerning this matter.
