AUXILIARY FEEDWATER SYSTEM (AFWS) RELIABILITY EVALUATION FOR BEAVER VALLEY POWER STATION, UNIT NO.1 We have reviewed the information provided by your letters dated November 15,1979, March 25, April 14, May 14, and September 30, 1980, which re-scended to the NRC requirements forwarded by our letter dated October 11, 1 979. As a result of our revidw, we have determined that your responses have satisfied the NRC requirements for auxiliary feedwater systems at Beaver Valley Power Station, Unit No.1, with the exception of five items.

These five items, along with the requirements for their resolution, are surrenarized in this letter.

Your response to Short Term Recommendation No. 7 is acceptable for normal, transient and accident conditions. However, the positions of the block valves continues to be of concern when the motor-driven auxiliary feed-water pump aligned to the redundant header is inoperable.

The present block valve alignment has the remaining auxiliary feedwate~r pumps, a motor driven pump and a turbine driven pump, on a single header. We recuest that you evaluate the need for a Technical Specification to recuire realignment of the two remaining AFW pumps to separate headers uoon declaring the motor driven pump which is aligned to the redundant header, inoperable.

Your response to this request should be forwarded within 30 days of receipt of this letter.

Your response to Additional Short Term Recommendation No. 3, forwarded by letter dated September 30,.1980, and Recommendation GL-5, forwarded by letter dated March 25, 1980, committed to upgrade the AFW system flow incication and automatic initiation signals and circuits to safety-grade.

Your letter cated December 31, 1930, which forwarded response to NUREG-0737, indicated that a supplemental response addressing these items would be submitted by February 1,1981. Review of these items will continue under the requirements and schedule of that submittal, as specified in NUREG-0737, Item II.E.1.2.

i Your response to Long Term Recommendation No. 3 indicates that the motor-driven auxiliary feedwater pumps mLy not be-environmentally qualified.

supply lines to the turbine of the turbine-driven pump are continuously under main steam pressure. A break in the steam line supplying the turbine-driven pump could result in a steam environment in the AFW pump room which would disable all three auxiliary feedwater pumps. Your response to IEB 79-01B, Environmental Qualification of Safety Related Electrical Equipment, forwarded by letter dated December 31, 1980, addresses this item.

The review of this item will continue under the requirements and schedule of your response to IEB 79-01B.

-Your response to recommendation Basis for Auxiliary Feedwater System Flow -

Requirements shows that the minimum flow can be met by one 350 gpm motor-driven pump. However,1it is our position that the AFW system meet flow requirements without operator intervention for 10 minutes. You should confirm that the Beaver Valley AFW system can provide required flow for the Feedline Rupture and for the Main Steam Line Break Inside Containment without operator intervention for 10 minutes.

The Safety Evaluation resulting from our review of your submittals is enclosed for your information.

Ycu can consider your action concerning the NRC requirements specified by letter dated October 11, 1979, for auxiliary feedwater systems at Beaver Valley Power Station, Unit No. I to be complete with the exception of the items described. in this letter. The review and resolution of these items will be pursued individually as described herein.
