1.

Response to Additional Short Term Recommendation 1 The design of the level and alarm indication for the primary plant I

demineralized water storage tank consists of two channels. There are l

two separat a level transmitters (LT-104A1 and 104A2).

Each transmitter supplies a signal to its associated control room level indicator (LI-104A1 and 104A2) and associated set of high and low level switches (L5H-104A1, LSL-104A1 and LSH-104A2, LSL-104A2). The level switches annunciate each channel at the vertical board and at the sequence of 4

events recorder in the control room. The annunciator reads: PRI PLANT DEMIN WTR STORAGE TANK LEVEL HIGH-LOW CH I with a second duplicate annunciator for Channel 2, both channels as supplied from vital instru-ment bus No. 2 which is backed up by battery No. 2.

4 The additional low-low level alarms will be redundant. The setpoint, as presently proposed, will alarm with approximately four feet of water remaining in the tank.

This setpoint will allow 30 minutes for operator action.

2.

Response to Additional Short Term Recommendation 2 Duquesne Light Company commits to perform the test on the AFW pumps as revised in the attachment to your letter.

3.

Response to Additional Short Term Recommendation 3 4

I The AFW system flow indication will be upgraded to safety grade in 1

accordance with the criteria and schedule of NUREG 0578 item 2.1.7.6.

4.

NRC Long Term Plant Specific Recommendation No. 2 We have evaluated the design and determined that modifications to the AFW system were required to maintain the required flow to the steam generator and meet the high energy line break criteria in SRP 10.4.9 and Branch Technical Position 10.1.

Check valves were installed down-stream of the motor operated. valves used to align the AFW pumps to the steam generators.

The attached sketch (Fig. 1) shows the location of the new check valves.

The addition of the check valves provides the design capability required to meet the stated criteria.
