NONRADICLOGICAL TECHNICAL SPECIFICATICNS 16.1 Definitions The definiticas for terms used in these Nonradiological Technical Specifications for Unit 1 and 2 are stated below.

WPDES Permit The WPDES permit is the Wisconsin Pollutant Discharge Elimination System Permit No. WI-0000s57-2 issued by the State of Wisconsin Department of Natural Resources for the Wisconsin Electric Power Company, Point Beach Nuclear Plant, dated September 28, 1979, and as subsecuently amended.

  • In consideration of the provisions of the Clear Water Act (33 USC & 1251),

el seq.) and in the interest of avoiding duplication of effort, the conditions, and monitoring and recording requirements related to water quality and aquatic biota are specified in the WPDES Permit. As a matter of law, the NRC acknowledges the applicability of the WPDES Permit limitations for protection of the aquatic environment due to nonradiological effluentu.

16.5 Reporting Requirements Specification 1.

As part of the Semiannual Monitoring Report, described in Section 15.6.9.2.C of Appendix A, the following shall be reported:

a.

All scheduled and unscheduled chemical discharge to the condenser cooling water.

b.

A description of circulating water system operation for each unit which includes ambient temperature, intake temperature, discharge temperature, and circulating water system flow.

Dear Mr. Ricci:

Ti.e request for modification of Wisconsin Pollutant Discharge Elimination System (WPDES) Permit No. WI-0000957-2 initiated by Wiscensin Department of Natural Resources on June 23, 1980 has been processed in accordance with Section 147.03, Wisconsin Statutes. This modification extends the pcmit expiration date and imposes chlor.ine limits on the sewage treatment plant effluent.

The pemit attached, replaces the original permit issued on September 28, 1979.

Please replace the original pemit with this attached modified pemit in all copies of the pemit which you retain in your records.

All discharges from this facility and actions or reports relating thereto shall be in accordance with the terms and conditions of the original pemit, as modified.

' The WPDES permit program has been approved by the Administrator of the U.S. Environmental Protection Agency pursuant to Section 402(b) of the Federal Water Pollution Control Act Amendments of 1972 (33 U.S.C. Section

-1342(b)).

The modified permit is accordingly subject to enforcement under Section 147.21 and 147.29, Wisconsin Statutes and Section 309 of the Federal Act (33 U.S.C. Section 1319).

If the permittee discharges to waters of the state, any substance which is listed in 40 CFR Part 117 in a concentration greater than that listed in 40 CTR Part 117, the permittee shi.11 immediately notify the Ocpartment of that discharse in accordance with sec. NR 158.04(1) and 158.05(1),

OTHER SPECIAL CONDIT 0NS' 1.

Reporting a.

Monitoring reports and reports required by Sections 12, 20, 21 and 23 of Part I of this pennit shall be signed; (1) for a corporation by a principal executive officer of at least the level of Vice President or his duly authorized representative having overall responsibility for the operation of the facility for which this permit is issued, (2) for a partnership by a general partner, and (3) for a sole proprietorship by the proprietor, except that (4) in the case of reports required by Sections 21 and 23, the individual required to sign in accordance with this subsection may autho.rize another individual to sign such reports in his absence.

b. Monitoring results obtained during the previous month shall be summarized and reported on Discharge Monitoring Report Forms postcarked no later than the 25th day of the month following the completed reporting period. The first report is due on November 28, 1979.
