Wisconsin Electric Power Company, Licensee, hereby requests amendments to Facility Operating Licensos DPR-24 and DPR-27 in order to revise Appendix B.

Non-Radiological Technical Specifications and Bases for Point Beach Nuclear Plant Units 1 and 2.

The Atomic Safety and Licensing Board's Initial Decision in Docket 50-301 December 8,1972, established the requirement for a five-year non-radiological monitoring program to develop suitable methodology capable of . identifying possitile subtle, long-term effects on aquatic biota in Lake Michigan. A yearly report sum-marizing the results of the program was also required. The program was initiated ,

on November 1, 1972, and continued through October 31, 1977.

On June 1,1977, we requeste( that Section 16.5 of Appendix B be deleted, citing results of the program which have shown that operation of the Point Beach Nuclear Plant does not cause significant environmental effects on the water chemis-try or aquatic biota of the lake. On November 4,1977, the Commission authorized temporary suspension of the monitoring program described ,in Specification 16.5 pending review of a five-year sunnary report designed to identify trends in environmental impact over the period of the study. This sumnary report was submitted on July 3,1978, and is currently under review by the Commission.

This amendment request includes the deletion of the monitoring require-ments of Specification 16.5, as contemplated in Specification 16.5.4. It also requests deletion of the requirement to maintain records for and report significant fish kills as specified in 16.4.4 and 16.6.1. Licensee's request'to remove these technical specificati6n requirements is based on the finding of no significant adverse environmental effect due to operation of the plant as concluded in the 9

' included a determination that the location and operation of the Point Beach Nuclear Plant intake structure presented minimal environmental impact. The DNR based this .i determination upon the. fact that entrainment of ichthyoplankton was confined prin- >

cipally to alewife, smelt, and sculpin, three highly reproductive species, and i that the "entrainment impact of the intake structure on Lake Michigan biological populations is clearly insignificant". With the deletion of Specification 16.5, Specification 16.6 would be redesignated as 16.5.

We also propose that Technical Specifications 16.6.1 and 16.6.2.a be deleted since these relate to reporting of significant fish kills and the Non-  !

radiological Environmental Surveillance Program. The remaining items of Technical  !

Specification 16.6 would remain and would be renumbered to reflect the deletion f of 16.6.1 and 16.6.2.a. ,

i We have reviewed the requirements of 10 CFR Part 171.22 regarding the i schedule of fees for facility license amendments. It is our detenaination that >

the license amendment for DPR-24 should be classified as a Class III amendment, in that a single environment issue having no significant hazards considerations  ;

i is involved. The license amendment for Unit 2. DPR-27, .is duplicative of the '

, Unit 1 amendment and is, therefore, Class I. Accordingly, we have enclosed here- )

with check number 401802 for the amendment fees of $4,400. '

Applicability This section applies to monitoring and record keeping of lake arbient i

temperature, condenser cooling water intake and discharge temperatures, and chemical waste releases.

Objective The objective of this program is to document lake ambient temperature, condenser cooling water intake and discharge temperatures and chemical waste releases.

Specification

1. Records of continuous monitoring of condenser cooling water temperature data shall be maintained for a minimum of five years and shall include the following:

a) Recorder charts for ambient water temperature, intake water temperature, and condenser cooling water discharge temperature for Units 1 and 2 during operation.

b) Condenser inlet and outlet tceperature readings at least twice per shift for Unit 1 and/or Unit 2 during pericds when pumphouse forebay or seal well temperature monitoring instrumentation is out of service for paintenance. These readings shall begin when continuous monitoring equipment is

. removed for scheduled maintenance or within four hours of the time equipment malfunction is detected, c) Dat,es a'nd time intervals during which the condenser cooling water system is in the."ice molt" mode of operation.

2. Records shall be kept on a permanent basis for chemical waste releases from the plant and shall include tho following:

a) Total volumo, in gallons, of chemical wasto rolcases.

b) Total dissolved solids released, in pounds, to Lake Michigan, c) Total suspended solids released, in pounds, to Lake Michigan.

d) Total phocphate, sulfato, chlo/ido and sodium released to Lake Michigan as a result of plant operations.- Those itens shall be determined from plant chemical inventory records, c) Total releases, in poundo, and identification of chemical cleaning or flushing compounds relcased to Lake Michigan.

f) Concentraticn increases for total dissolved and total suspended solids for each period of release after dilution ,

in Unit 1 or Unit 2 condenser cooling water.

3. Records shall be kept on a permanent basis of chlorine residuals at the seal well during periods of chlorination, and shall include the following:

a) Length and nurber of chlorination periods for i Unit 1 and for Unit 2.

b) Measured chlorine residuals at Unit 1 or Unit 2 seal wells, depending on the unit chlorinated, j i

in parts por million for samples taken approximately  ;

I at the midpoint of periods of chlorination.

c) Total equivalent chlorino released to Lake Michigan, j i

4 The general accuracy of measuring and analytical techniques and control of instrumental and analytical precision shall be docu-6 monted. Chemical analysis techniques shall comply with, or be equivalent to, the current edition of "Standard !!cthods".

16.5 REPORTING REQUIRDENTS Specification

1. As part of the Semiannual Monitoring Report, described in Section 15.6.9.2.C of Appendix A, the following shall be reported.

a) All scheduled and unscheduled chemical discharges to the condenser cooling water, i b) A description of circulating water system operation for each unit which includes ambient temperature, intake temperature, dischargetemperature,andcirIulatingwatersystemflow.
