In our letter of August 1, 1978, we indicated that we would advise you of the outcome of a review by NRC Headquarters personnel of the term "significant" and how it applies to your Appendix B Technical Specifications (significant fish kill).

Based on that review, NRR and IE Headquarters personnel have concluded that the death of 36 game fish does not constitute a significant fish kill.

NRR has indicated that their current position on this matter is to not require inclusica of prompt notification of these types of fish kills in the Technical Specifications.

(A list and discussion of fish kills would be Scluded in the Annual Environmental Report instead).

Consequently, we are retracting the Notice of Violation (failure to report a significant fish kill) appended to our letter of June 12, 1978.

It is therefore not necessary for you to report this event.
