- $3I Approval is requested for a method of shipping ceramic UO2 at enrichments up t_o and including 6% U-235 The procedures here

are in addition to all other ap~ proved shipping methods on SEM-15h.
Experience has shown that 20 pounds per gallon of Spencer ceramic UO2 can be packaged in a shipping container.
O'n this basis, the inner containers shown in Table I for various enrichments will be used. For enrichments up to 3 9% U-235, inner containers have,been selected so that they will contain a safe mass when filled. with material at the maximum permissible enrichment. Values for safe masses were obtained from Appendix I, Figure 3, K-1019, Revision
- 5. For enrichments up to 6% U-235, one five-gallon pail will be used as the inner container. A five-gallon pail has.a volume of L g 92 E,155 cubic inches which is less than the safe volume for 6% enrich-l ment of 1,260 cubic' inches shown in Table XIII, K-1019, Revision 5 The three-and five-gallon pails to be used as inner containers are ICC-37A with a gasketed crimp-on lid.
The pails will be secured in the center of an ICC-17R 55-gallen drum using the steel dunnage shown in Drawing IR-1-2600-907. The drum lid has a steel pyramid attached as shown in Drawing Ut 2600-909 to prevent stacking. In the case of shipments of larger quantities of material, a steel clamp-on ring will be attached to the outside of the 55-ga11on drum hmediately above the lower chine of the drum. This ring, which is shown on Drawing IM-1-2600-908, itiereases the center-to-center spacing of the drums to 28 inches.

ring are shown in Case I of Table II. For smaller shipments where

gallon drum (2h" O.D.) will be used. The maximum number of drums per shipment using the unmodified drum are shown under Case II in Table II.
In all cases where a safe mass is packaged in the inner containers, the maximum nunber of drums per shipment was limited to give less than 2.5 steradians. For the one case where safe volume is used as a basis for packaging, the interaction was limit-ed to 1.0 steradians. Interaction, in all cases, was calculated by the solid angle method for a close-packed hexagonal array.
To prevent. mingling of our shipment of special nuclear materials with those'of other shippers during transit, we will obtain certi-fication from the, carrier that he will not mix our shipments with any other radioactive materials.
