Dear Mr. Nussbaumer:

ep Approval is requested for a method of shipping fused U_0 _a.t enrich-2 ments up to and including five per cent U-235.7Wrocedures here are in addition to all other approved shipping methods on SNM-15h.

Spencer's fused UO2 has a bulk density of approximately 7 gm/cc. It will be packaged ir. a heavy wall polyothylene bag inside a standard three-gallon pail.

The pail is an ICC-37A with a gasketed crimp-on lid and has an inside diameter of 11.25 inches and an inside height of 7.69 inches. A maximum of 125 pounds of UO2 will be packaged per pail.

For enrichments up to three per cent U-235, the UO2 will be packaged in three 3-gallon pails per outer container.

The total volume of three 3-galloh pails is 37.5. liters compared to the safe volume of h9.2 liters given in Table IIII of K-1019, Revision 5 Since K-1019 Revision 5, is limited to uranium densities of less than 3 2 gm/ce,,

the safety at higher densities may be deternined in the following buckling of 0.0115 cm ge of h9 2 liters is based on a safe geometric nanner.

The total volume of two 3-gallon pails is 25 liters. K-1019, Revision 5, shows that the safe volume for five per cent U-235 is 27.0 liters.

the 25 liters would be safe.

'lhe pails will be secured in the center of an ICC-1Td $$-gallon drum using the steel dunnage shown in Drawing IR-1-2600-907 Tne drum lid has a steel pyramid attached, as shown i.n D: awing IM-1-2600-909, to prevent stacking. In some cases to decrease interaction between individual shipping assemblies, a steel elamp-on ring will be attached to the outside of the 55-gallon drum imediately above the lower chine of the drum. This ring, which is shown on Drawing IE-1-2600-908, increases the center-to-center spacing of the drums to 28 inches. The mximum number of drums per shipment for the various cases of two or three 3-gallon pails and 2h-inch or 28-inch 0.D. outer container are shown in Table I.

Interaction was calculated by the solid angle method and the number of drums per shipment was 3M ted to give an interaction of less than 1.0 steradians since safety of the inner container is based onge_ volume.

To prevent mingling of our shipment of special nuclear mterials with those of other shippers during transit, we will obtain certification from the carrier that he will not mix our shipments with av other radio-active mterials.
