SUBJECT:

DECEMBER 18 BRIEFING FOR COMMISSIONER BRADFORD ON SEISMIC QUALIFICATION I have discussed the subject briefing with Tom Gibbon of Commissioner Bradford's office and he would like us to focus on briefing on the following topics:

1.

Describe the process that is applied to qualify equipment, both testing and analysis; 2.

Discuss the differences in the standards and application of those standards to different vintage plants; and 3.

How do we know the capability of equipment in operating plants where such equipment has not been tested.

I would expect Rosztoczy and Bagchi to carry the burden of the presente-tion and I would like to discuss the briefing on Friday morning. A small handout package would be helpful.

l The enclosed letter from Chairman Palladino to Mr. Vandenburgh of Yankee Atomic Electric Company notes that the proposed requirements in the area i

of Equipment Quali'fication will include a value-impact assessment and will provide an estimate of the potential risk reduction that can be obtained from implementation of the requirements.

In your plans for developing the proposed Equipment Qualification Rule, I

you should plan on submitting the Rule to the CRGR for review. We are scheduling a briefing for the CRGR on this topic for Thursday, January 7 1982. Please have representatives from your offices coordinate a briefing on the background, plans and schedules for developing the Equipment l

Qualification Rule.

'As you.:know, the background and basi's-for the. current staff actions on environmental. qualification of. safety-re. lated electrical equipment is contained in the Commission's Memo-randum and Order, CLI-80-21 r dated May 23, 1980.

This Memorandum and Order was. issued when it became cle'a.r :to l

the Commission that resolution of the qualification issues l

was not receiving the attention it deserved.

Since the. staff guidelines and applicable NUREG document apply progressively less strict standa.rds to older plants, the Memorandum and Order specified rulemaking as the appro-priate vehicle for determining the final qualification re-l quirements.

CLI-80-21 stated that:

"If the staff proposed' rule does not require plants to be upgraded to a si.ngle ' uniform standard along the lines of the *1974' requirements in NUREG-0588, then its justification for that position will be l

articulated in depth and will be. subject to comment l

id the proceeding."

Th'e rulemaking process is intended to. assure that unn'ecessary requirements or changes in requirements which would unduly tax industry and NRC resources would not be issued and that all alt.ernative means to sachieve saf,ety objectives be 'gi-ven.
