EQ RULE Given EDO advice that we have 2 weeks grace, I have asked various RES people to further modify and improve the Commission paper, as follows:

1.

The paper will have two options. Option I will contain the pro and con (with discussion) for ba::kfitting seismic qualification to operating-plants. Wenzinger will coordinate.

Option 2 will be the ANR route for same. Aggarwal will write.

2.

A new section will be written by O'Brien on specification of seismic input.

This will cover the complexities of backfitting all current seismic design practices, from geology on.

3.

Vesely will write a new section on our state of knowledge of attendant risk reduction. He will discuss the BRP report on same.

Aggarwal will assimilate the contributions.

I believe that it is not efficient to try to recirculate the modified paper in serial form for concurrence.

Instead, I believe, after parallel circulation we (RES, NRR, and IE if interested) should meet for " summary disposition". We should be able to recirculate about 2 Oct., and I propose the dispositive meet-ing about 8 Oct.
