Subcomittee on Nuclear Regulation Committee on Environment and Public Works United States Senate Washington, D. C. 20510

Dear Mr.,

Chainnan:

The Nuclear Regulatory Comission, in its proposed rulemaking, " Environmental Qualification of Electric Equipment for Nuclear Power Plants," plans to amend its regulations to strengthen the criteria for environmental qualification of electric equipnent, comonly referred to in national standards as " Class 1E" equipnent, and some non-class 1E equipment whose failure can prevent the satisfactory accomplishment of safety functions in nuclear power plants.

At present, utilities are required by the Commission's itemorandum and Order CLI-80-21, dated May 23, 1980, to meet the requirements contained in the " Guidelines for Evaluating Environmental Qualification of Class lE Electric Equipnent in Operating Reactors," and NUREG-0588, " Interim ~-

Staff Position on Environmental Qualification of Safety-Related ElectriN^D s

Equipuent," which fom the bases of this proposed rule. This rule /,-

Q codifies existing requirements and, therefore, imposes no new coytsior

- l obligations on utilities, y/
