This refers to the inspection conducted by Mr. A. B. Bennett of this office on February 10-11 and March 22-23, 1982 on the Barton lot 5 transmitter environmental qualification activities being performed at the Westinghouse Laboratory, Forest Hills, Pennsylvania.
The LOCA/MSLB environmental test at Westinghouse laboratory, Forest Hills was the initial involvement by NRC in the ITT Barton transmitter environ-mental qualification program.
The test plans, test procedures and test point activity preceding the LOCA/MSLB test regarding the ITT Barton Lot 5 transmitter qualification program' had not been previously reviewed by NRC.
These inspections are part of the NRC's program for reviewing environmental qualification of equipment used in harsh environments of licensed nuclear facilities.
These inspections are intended to provide assurance that qual-ification testing of selected equipment is performed in accordance with the criteria and guidelines of NUREG-0588 and IEEE Standard 323-1974.
These efforts are not desigaed to assure that unique requirements imposed by a customer are being implemented; as you know, the NRC requires each of its licensees to assume full responsibility for the suitability of specific products, components, or inrvicas utili~d ir, limnrad failitine.

should therefore not conclude that the NRC's inspections replace or decrease a licensees' responsibility in determining the acceptability of any specific l
product or service.
Areas examined during this inspection included the test set-up, witnessing of initiation of the LOCA/MSLB environmental test, review of test procedures and test data.
From our observations and discussions with ITT Barton and l
Westinghouse facility personnel we have concluded that:

The Westinghouse test facility personnel prepared the specimens for test and performed the base-line calibration in accordance with the 1
test procedure requirements.
2.
The application of the LOCA/MSLB environment was performed in accordance with test procedure requirements.

To the extent of the review of the test procedures, the procedures appear to contain the necessary requirements and methods for per-formance of the LOCA/MSLB environmental qualification testing in accordance with current indus~try standards.

The data of all test transmitters were within acceptable tolerances throughout the LOCA/MSCB environment.
Spurious output and drift was observed on three of the units as described in the enclosure; however, the outputs were within procedure tolerances.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed inspection reports will be placed in the NRC's Public Document Room.
If this report contains any information that you believe to be exempt from disclosure under 10 CFR 9.5(a)(4), it is necessary that you (a) notify this office by telephone within 10 days from the date of this letter of your intention to file a. request for withholding; and (b) submit within 25 days from the date of this letter a written application to this office to withhold such information.
If your receipt of this letter has been delayed such that less than 7 days are available for your review, please notify this office promptly so that a new due date may be established.
Consistent with Section 2.790(b)(1), any such application must be accompanied by an affidavit executed by the owner of the information which identifies the document or part sought to be withheld, and which contains a full statement of the reasons on the basis which it is claimed that the information should be withheld from public disclosure.
This section further requires the statement to address with specificity the considerations listed in 10 CFR
