i This refers to the inspections conducted by Mr. A. B. Bennett of this office,
on October 22, 23 and November 23, 1981 of the equipment environmental
. qualification activities being perfomed at the Rockbestos Company, New Haven, Connecticut.
This inspection was a part of the NRC's program of reviewing environmental qualification of equipment used in harsh environments of licensed nuclear i
facilities.
These inspections are intended to provide assurance that qualification testing of selected equipmenc is performed in accordance with the criteria and guidelines of NUREG-0588 and IEEE Standard 323-1974.
These efforts are not designed to assure that unique requirements imposed by a

customer are being implemented; nor do they assure that specific products, components or services provided by you to your customers are of acceptable quality. As you know, the NRC requires each of its licensees to assume full l
responsibility for the suitability of specific products, components, or services utilized in licensed fucilities.
You should therefore not conclude j
that the NRC's inspections replace or decrease a licensees' responsibility j
in determining the acceptability of any specific product or service.
Areas examined during this inspection included the autoclave test facili.ty at New Haven, Connecticut and the associated procedures intended for use in the environmental qualification of cable being manufactured by the Rockbestos Company.
From our observations, discussions with facility personnel and review of the autoclave operating procedures it is concluded that:

The autoclave test facility at New Haven, Connecticut is capable of performing environmental qualification of electrical components in accordance with the ' user's LOCA environmental requirements.
l 2.
To the extent of the review of the detailed procedures, the procedures appear to contain the necessary requirements and methods for performance of LOCA environmental qualification testing.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed inspection repc'rt. will be placed in the NRC's Public Document Room.
If this report cont.ains any information that you believe to be exempt from disclosure under 10 CFR 9.5(a)(4), it is necessary that you (a) notify this office by telephone within 10 days from the date of this letter of your intention to file a request for withholdi.ng; and (b) submit within 25 days from the date of this letter a written application to this office to withhold such information.
If your receipt of this letter has been delayed such that less than 7 days are available for your review, please notify this office promptly so that a new due date may be established.
Consistent with Section 2.790(b)(1), any such application must be accompanied by an affidavit executed by the owner of the information which identifies the document or part sought to be withheld, and which contains a full statement of the reasons on the basis which it is claimed that the information'should be withheld from public disclosure.
This section further requires the statement to address with specificity the considerations listed in 10 CFR 2.790(b)(4).
The information sought to be withheld shall be incorporated as far as possible into a separate part of -the affidavit.
If we do not hear from you in this regard within the specific periods noted above, the report will be placed in the Public Document Room.
