VIRGlNIA ELECTRIC AND PQWER COMPANY NORTH ANNA POWER STATION t) NITS 1 AND 2 lMPLEMENTATION OF GENERIC LETTER 8816 Pursuant to 10 CFR 50.90, Virginia Electric and Power Company requests an amendment in the form of changes to the Technical Specifications of the Operating Licenses No. NPF 4 and NPF 7 for North Anna Power Station Units 1 and 2.

Generic Letter 8816 provided guidance for technical specificat!cn changes for cycle-specific parameter limits. Virginia El6ctric and Power Company has followod that guidance in developing the propotad technical specifications changes enclosed with this letter.

The proposed changes are provided in Attachments 1 and 2. The discussion of the proposed changes and the 10 CFR 50.92 evaluation are provided in Attachments 3 and 4, respectively. The Core Operating Limits Reports have been developed in accordance with the provisions of these proposed changes to the technical specifications and are provided in Attachments 5 and 6. Attachment 7 provides a markup of the North Anna MERITS technical specifications that reflects the proposed technical specifications changes.

This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee, it has been determined that the proposed changes do not j Involve an unreviewed safety question as defined in 10 CFR 50.59 or a significant l

hazards consideration as defined in 10 CFR 50.92.
