w In your letter dated June 26, 1981, you expressed concern that FEl%'s Guidance Humotandum #18 states that a prelimincey deterweination of a public warning sys-tem design will be rade prior to system installation and activation and that such a restriction could further delay the installation and tes. ting of such a system, which was required to be in place r,/ July 1,1981.
In response to this concern, prior approval of a prompt alerting notification system is not required by any NRC regulations or guidance documents. PUREG-0654, Appendix 3 provides the design objectives to be used by utilities in providing therrgqdtreddlerting system.
FEIM guidance memoranda are intended as internal guidance of use by FEMA regional personnel and neither supplements not supercedes any HRC requirements.
